Singapore Conversation - The Broken Window

Some weeks ago, a middle- aged lady came to see me at my MPS. She was not a resident in my constituency, but her mother was. She said that a group of boys playing football had broken her mother's window. She wanted the Town Council to pay for the repairs. It was a small sum, but I explained that the Town Council could only use its funds for common property. Where residents cannot afford to pay for their own personal repairs, I have arranged for contractors to help them. So I enquired about her family's circumstances. It turned out that they could afford to replace the window. So why the request? Her argument was simply that her family was already bearing the costs of her mother's medical bills, and she therefore believed that the government should help with other expenses.

Her request made me reflect on a larger point - what do we expect of Government? It is the same question other countries are asking. It was one of the major issues in the recent US elections. And in the UK, there has been a long debate over whether Government should do more, or less.
 
In Singapore, most of us will say we want Government to have a major role in making our lives better. But it gets more complicated when you get into specifics, simply because different people want different things, some of which are in direct conflict.
 
So what is Government's role? What are its (to use that horrid term) KPIs? How do we judge when a particular policy is good or poor, working or not?
 
That is an issue we should also be discussing in the Singapore Conversation. And when I say discuss, I mean with real specifics, because the previous debates on national issues have, in my view, been let down for lack of it.
 
For example, here are some areas which require more detailed discussion.
 
Housing
Most will say that it is Government’s role to provide affordable public housing. But:
  • Should public housing be available to every Singaporean, regardless of financial circumstances? If not, what should the threshold for eligibility be? 
  • How should affordability be defined? MND uses the international benchmark of not spending more than 30% of salary to service your mortgage. If not that, then what? Currently, over 80% of HDB owners service their mortgages entirely from their CPF – in other words, no monthly cash outlay. Is that a good measure of affordability?
  • Or is Government's role to ensure that everyone has a roof over their heads, whether owned or rented? If that is the KPI, it must follow that it is Government's responsibility to provide housing even for those who cannot live in their current homes because of conflicts with family members, or who cash out by selling their flats. These are two most common reasons given by my constituents who ask for rental flats. Should subsidised housing be provided to them on demand? If the answer is no, some will end up sleeping in public places. Do we accept that?
Transport
Most will agree that it is the government’s role to provide an efficient, affordable and extensive public transport and road network, and to ensure that traffic on our roads is reasonably smooth flowing. If so:
  • Is it also Government’s role to make cars affordable to meet the aspirations of those who want to own one?
  • If it is not, should it be concerned about the price of COEs for private cars or leave it to the market?
  • If Government must keep COE prices low, what is “low”? And how should it determine who gets a COE?
  • If Government should do away with COEs, how should it ensure smooth flowing traffic?
You can ask similar questions on other issues. The answer cannot be "it depends" or "case by case" - that is a cop-out. Government policies have to be clear and transparent, and applied properly and fairly. We should of course empower public servants to exercise discretion and make exceptions. But it is fundamental that the principle and policy are clear so that Singaporeans are able to make personal decisions which will affect their future.
 
Unless we get into specifics, we will not get anywhere. And part of that discussion must include what costs are we prepared to pay - not just financial, but social as well. Because there are consequences to every decision we make, and these cannot be left out of the equation.

  1. Public housing are for citizens only and should not be sold to non citizen in the open market. Neither should citizen who wish to purchase private property be allowed to own public housing. This way prices will not escalate out of control thus demand for rental flats will be reduced for those who wish to cash out by selling their flats.
    Public transportation like buses, trains and taxis(for those who need it) should be efficient. Cars like private housing are for those who can afford it.
    Buses and trains should be readily available so that commuters are able to board during peak hours of otherwise.

  2. I think it's misleading for Hri Kumar to use an unreasonable demand by a resident for Govt to pay for her broken window as an introduction to a post about public expectations of affordable public housing and efficient public transport, as if they are somehow similar? Strawman argument?

    Firstly a very Good afternoon to you, I cannot refrain myself from entering this topic debate. This maybe be slightly long but I will try to keep it short as possible.

    Based on what you had written I would like to raised few issues to it, 1) Whose financial standing were you asking for a) the mother b) the daughter. When a "filial" daughter came to see you on behalf of the mother for whatever the reason it maybe a) Will the constituents be denied his of her rights just because his or her Children is earning X amount of money. b) You will look into the matter and decide based on the constituent financial capability.

    It quite baffles me honestly, well it is only a broken window right? Wait! Who say it is only a broken window? This can be a matter of life and death if not solved promptly and properly. I can imagine if the window would have fallen off and hit someone on the head and be killed on the spot. You know what will go down to the statement facts. " I had looked up my MP because I had financial constraint and it is hard for us to raise the money to repair the window immediately". Oh oh........the internet will be ringing and screaming about how heartless, useless, ivory tower MP, lost touch, money face, and well the list go on and on......

    Now, below is what I would like my MP to do, firstly get the window change or repaired immediately no question when safety of other residents is at stake. Second,if the cost is justified to be paid by the Tenant or Owner ( not their Children or siblings)work out an installment plan to lesser the immediate financial burden on the Owner or Tenant. ( this maybe shot down before it could even be mentioned but honestly how many such cases you see in a year) Thirdly if the the Owner or Tenant is really in dire state ( again here not the children)you can really split the bill afterall it is an accident of the boys playing football. Whether playing football there is illegal or legal, when you break someone property you have to be responsible of it.Worse if it is illegally, meaning enforcement on the town council isn't good enough. Then how you justify is it true that the window was broken by the boys playing football or not? My take is, it is worse when you break the heart of the resident.

    Sometimes as an MP people may think that you're their insurance policy, problem solver, counselor, referee or at times a fatherly figure. I mean no insult but what you just seen is only a broken window. Try speaking to Volunteer Senior Drug Counselors, they will tell you more out of this world stories and you know what? The Counselors never give up hope despite all their Client failure or relapse and etc. Reason : They are committed to change their Client to be a Law abiding Citizen and one day be THE ONE THAT CONTRIBUTE BACK TO THE SOCIETY IN HELPING OTHERS. Meaning : Help the Lady's mother today and extent invitation for her to join volunteer neighbourhood programs or attend awareness programs or the neighbourhood watch groups and this way you solve two problem in one go.

    I see you have this penchant to raise a lot of points and questions which you no doubts intended them to be thought provoking.

    However, would you consider a slight change to your style? What about asking those same questions and then give readers your take or stand on them? Otherwise, you sound so much like a smart aleck and your blog is just so much hot air.
